Mike Hogan, PLS 7362

Founder and CEO

Michael Hogan was licensed as a Professional Land Surveyor in 1997 after working in the field for 14 years. In 2003, Mike opened Hogan Land Services Inc. offering a wide range of land development services, included all phases of Surveying, Civil Engineering, Structural Engineering, and Permit Processing.

Located in California with offices in Santa Rosa, Santa Cruz, and Livermore. Hogan Land Services has five Licensed Surveyors, four Licensed Civil Engineers to serve all land development needs. Mike is a member of the California Land Surveyor’s Association (CLSA) both on a State and County level.  He has served as President and Secretary and served on several committees in the CLSA.

Mike avails himself of continuing education, including seminars and opportunities offered by local educators and state trade organizations, some examples of this being CLSA and the American Congress on Surveying and Mapping (ACSM).  Mike also provides educational opportunities for his staff by supporting continuing education through time off and payment of tuition costs for his employees. Mike, his wife Pam, and their families reside in Santa Rosa.

Traci Russo

Chief of Operations

Traci received her Bachelor of Science in Business Management from the University of Phoenix in 2001. She joined the Hogan Land Service Team in October of 2012 and in January of 2023 became Chief of Operations. Traci is passionate about the success of Hogan Land Services and was instrumental to the growth of the company expanding from one location in Santa Rosa, to additional locations in Santa Cruz and Livermore.

Traci is a strategic partner on our leadership team and works closely with all our managers to ensure HLS is meeting client expectations and operational goals.  She is a strong believer in providing excellent customer service and is always looking for ways to improve our clients’ experience.

She advocates for continuing education and is always on the lookout for opportunities for Hogan Land Services to support and develop all team members.

She loves spending time with her nieces and nephews and is a huge fan of Disneyland

Adam Rivera, PLS, 8451

Principal, Land Surveying Division Manager

Adam Rivera has been licensed as a Professional Land Surveyor since 2008, after working in the field for ten years. His apprenticeship included working with some of the most experienced surveyors in Sonoma County. His education includes a Certificate of Engineering and Surveying from Santa Rosa Junior College and various Engineering and Surveying continuation education short courses.

In 2003, Adam joined Hogan Land Services offering a wide range of land development services, including Civil Engineering, Septic and Permit Processing and Land Surveying consulting. Adam is the Survey Department Manager and has managed over one thousand Civil Engineering and Land Surveying Projects. Adam is a member of the California Land Surveyors Association (CLSA) both on a State and County level and has served as an Officer.

Among the projects completed by Adam are: Numerous sectionalized Land Surveys in Sonoma, Napa, Mendocino, Santa Clara, Monterey, Fresno, and Lake Counties. Napa County and Sonoma County Boundary Retracements, several Sonoma County Open Space and Agricultural Preservation projects providing opinions to boundary locations. Over one hundred filed Record of Surveys, Parcel Maps and Corner Records providing opinions as to land title and boundary locations.

Thomas Reeder, PLS 9565

Survey Section Manager, North Bay

Thomas is a graduate from Sonoma State with a Bachelors in Sociology. Thomas then returned to the Santa Rosa Junior College to peruse an Associates Degree in Land Surveying. Thomas was hired by Hogan Land Services as a student intern in 2013 and quickly fell in love with the profession.

Thomas has been with the Company ever since and received his Profession Land Surveyor License in 2019. Thomas now manages the North Bay office and shares his enthusiasm and knowledge with the up-and-coming survey technicians.

Thomas enjoys camping and spending time outdoors with his wife Jenny and daughter Lily. He also really enjoys woodworking, which stems from his decade long stint as a cabinet and furniture maker.

James Renfro, PLS 9062 / PCE 72009

Civil Engineer and Land Surveyor

James Renfro is a licensed Civil Engineer and Land Surveyor in the state of California, and a licensed Land Surveyor in the state of Oregon with over 26 years in the profession and has served as Principal and/or Department Manager for 17 years. Mr. Renfro has expertise in all aspects of Civil Engineering and Land Surveying including project planning and entitlements, Civil design, boundary and cadastral surveys, development and construction related surveys, right-of-way and legal descriptions for railroad and civil infrastructure.

Mr. Renfro has been deeply involved with Subsurface Utility Engineering, (SUE) and asset management, assisting the South Bay International Wastewater Treatment Plant, Scripps Medical Campuses in La Jolla and Encinitas California, and Southern California Edison-Pipeline Safety Enhancement Program in mapping and evaluating underground utilities.

James served as the contract Surveyor to the Town of Portola Valley in 2021.

James served as Associate Professor for over three years teaching Engineering and Surveying courses at California State University Chico, Butte-Glenn Community College, and California Polytechnic State University, San Luis Obispo.

James owned and operated an Engineering and Surveying firm in Butte County for 12 years—Specializing in Civil Development, hydrology, storm water design, entitlement, and construction related surveying, serving both the private and public sectors.

Matias Santini C-40713, AIA

Building Design Division Manager

Matias moved to the United States in 2001 after studying Architecture in Chile, his Country of origin, to learn the English language. Soon after arriving the U.S., he met his wife and started his life in the Bay Area.

Matias started his career as a Draftsman to then become a Project Manager for multi-million dollar commercial and industrial company.

He joined the Hogan Land Services team in June 2021 to open and manage the company’s Building Design Department, offering residential and limited commercial services. Matias received his Architect license in 2023.
